The Transition From a New City to an Administrative District

This study examines the organizational and functional challenges related to the evolution of the administrative status of the new city of Ali Mendjeli in Algeria. Created as part of an urban policy aimed at structuring development, this agglomeration of over 450,000 inhabitants has recently acquired the status of a delegated wilaya (province) by presidential decree, also encompassing the town of Aïn Smara.
The research adopts a hypothetico-inductive approach coupled with an analysis of the interdependencies between the former entity without legal status and the new administrative district. The objective is to examine the organizational challenges induced by this change of status on different axes: spatial nomenclature, public services (health, transportation, education, security), financial, human and material resources, as well as the deployment of stakeholder strategies.
The expected results will make it possible to develop a prospective vision and operational recommendations for the effective implementation of this delegated wilaya. The challenge is to provide Ali Mendjeli with a high-performing administrative organization, a vector for the sustainable urban development of this agglomeration in the midst of establishing its own identity.
